In the existing Layout I 'copy with basepoint' (CTRL Shift C) all of the existing viewports and notes with a base point of 0,0 Then I past them into the new Layout at 0,0 and poof you're all set. Depending on your version of AutoCAD you may need to turn the viewports 'on' in the Properties Window. I hear that in AutoCAD 2009 you no longer have to turn them on! Hope that helps. Import the standard layout as a new one in the same drawing, as per previous posts the easiest if probably Design Center, but you could also use import from template. Then use Copy-n-Paste to place the existing viewports (and other elements) into this new layout from the old.
